To secure a Special Artificial Reef Site (SARS) permit under Louisiana law, Talos Energy engaged Blue Latitudes to assess marine life on the EC 346A platform structure. Our team developed hydroacoustic and ROV survey protocols, then combined the video and acoustic data to quantify fish abundance by species. A companion vessel-traffic and commercial fisheries review using FishLAT confirmed negligible impacts to other ocean users. The resulting evidence of abundant, diverse marine life gave Talos Energy what it needed to secure the SARS permit from Louisiana's reefing committee.

Platform-Based Marine Environmental Studies in West Africa

As its offshore platforms along the Gabonese coast near the end of their operational lives, TotalEnergies engaged Blue Latitudes to characterize the marine ecosystems these structures support. Over two field campaigns, our team combined eDNA sampling, ROV surveys, 360° and stereo-video imaging, larval and plankton sampling, and fish telemetry to assess species diversity, habitat use, and movement. The results delivered critical insight into how these platforms function as artificial reefs, informing TotalEnergies' decommissioning strategy and establishing a foundation for future marine research in the region.

Validating a Reefing Viability Index

PETRONAS developed a Reefing Viability Index (RVI) to identify strong candidates for its Rigs-to-Reefs decommissioning strategy in the South China Sea, and engaged Blue Latitudes to test and strengthen it. Our team refined the RVI's simulation equation and hydrodynamic model for coral larva transport, and added new fisheries parameters. To validate the improved index, Blue Latitudes conducted ROV surveys of coral, fish, and invertebrate life on PETRONAS's platforms — among the first such assessments in the region — and built a commercial fishing effort model using AIS and VIIRS vessel-detection data. The results, shared through a scientific manuscript and stakeholder video, now help PETRONAS assess risk and prioritize sustainable reefing decisions.

Charting a Path to Aquaculture Permitting

Malibu Oyster Company engaged Blue Latitudes to help pursue a California state bottom lease for growing oysters and kelp. Our team identified the regulatory constraints on aquaculture permitting in California and outlined ways to streamline the process while maintaining compliance with the California Environmental Quality Act (CEQA) and other statutory requirements. Blue Latitudes provided permitting guidance, long-range planning support, and a communications strategy, all incorporated into the company's final pre-proposal submittal to the Pacific States Marine Fisheries Commission.

Ranking 900 Reef Sites Down to 40

The Coastal Conservation Association asked Blue Latitudes to help narrow a pool of 900 candidate sites down to the 40 best locations for future artificial reefs across coastal Louisiana. Clearing the Way for the Nansen Spar Hull

Our team analyzed spatial data from AIS, VIIRS, and VMS vessel-tracking technologies, quantifying fishing effort through hotspot analysis in ArcGIS and mapping tools developed with Global Fishing Watch. The findings gave Anadarko the evidence needed to engage regulators and stakeholders on decommissioning the remaining topside structure.

Setting Mauritania's First Decommissioning Precedent

After more than a decade in operation, the Chinguetti oil field faced decommissioning, and its operator proposed the country's first Abandonment and Decommissioning Plan (A&DP) and Environmental Impact Study. Deloitte engaged Blue Latitudes to guide the Government of Mauritania through its review, drawing on international regulations and industry best practices to advise the Ministry of Petroleum on environmental considerations for the plan. The review helped Mauritania approve its first A&DP and set a precedent for sustainable decommissioning across future projects in the country.
